Had Cirilla and Emhyr var Emreis meet again?

Their last meeting had happened in Styga Caste, when emperor Emhyr has let her go. And he added: "Va faill, luned" ("Farewell, daughter").
Emperor Emhyr was presented as "a man of his word", strict and tough leader (at least, he acted like that with his subjects).
"...I have trampled the corpses of people and danced on the barrows of my enemies. I thought that was all I could look forward to. But your suspicions are unfounded - will never be able to hurt her. I know that now..."
Emhyr's last words to Yennefer and Geralt are te best illustration of his intentions. So he let Cirilla go, be free. Emhyr rejected own plan and "true prophecy" he knew from Vilgefortz.
"Do not kill him. Remember, Ciri. You cannot!"
"Fear not, I didn’t even think about it. You know, Geralt, I’ve had enough of killing. There has been all too much"
Geralt said Cirilla not to kill Emhyr var Emreis, knowing he's her biological father. Ciri didn't know that, but anyway abandoned to kill him.
So I've got a legitimate question: why people who said "farewell" to each other and rejected their plans, changed their intentions should meet each other again?
Emhyr var Emreis doesn't seem to be a person who is able to talk it all back or be afraid to such an extent of corporations and aristocracy, though in TW3 CDPR shows him in such a way.
Cirilla is traumatized by her past influenced by Emhyr var Emreis' (and others' to a different degree) deeds.
Scared by nobles emperor of Nilfgaard cooperates with Witcher and Sorceress to find their daughter together.
And we don't care that this emperor always acted the opposite of what nilfgaardian aristocracy expected. We don't care that these Witcher and Sorceress were ready to do whatever it takes not to make their "daughter" upset and make her cry again. And we don't care that this "daughter" has already chosen her way far away from her biological father, policy and court conspiracies.
And yes, we don't care that this emperor already has Cirilla Fiona Ellen Riannon.
